Responsible for MIS, with emphasis on all PC applications development and end-user technical support (including mini and mainframe computer applications and maintenance). Upgraded MIS Organization, job descriptions, personnel grade/hay evaluation and obtained senior management/budget approval. Developed a variety of PC database applications. Received senior management approval for work plan (5 critical projects with projected 1-time cost of $484M and recurring annual benefit of $912M) and PC purchase/installation proposal (for initial, $617M one-time expense for 90 PC systems and 502 software items with annual benefit of $454M). Undertook Imaging Project to simplify the "4 million piece of paper operation". Wrote Strategic Business Systems Plan for the development of a Comprehensive Electronic Operation (CEO) System. Assumed additional management responsibility for daily operation of Timekeeping Unit, and implemented Timekeeping System resulting in Timekeeping staff reduction of 20 employees. Provided the backbone support for the company's North American Sales start-up. Supported Sales Organization with technical support and advice, and made presentations and demonstrations to prospective clients. Developed Business Proposals, including analysis of client dp/user needs, technical requirements, scope of work, and estimated effort. Developed Marketing Materials involving research, as well as preparation of text, graphics, slides and animated computer video presentations. NEW YORK CITY TRANSIT AUTHORITY, New York Information Services Division 6/86 - 10/87 Deputy Director, Timekeeping and Management Reporting

Managed a $4 million budget for staff salary expense (28 programmers, analysts and 5 managers), network requirements and a purchase of an OCR System. Assessed user and MIS needs, developed work plans, and expanded staff from six to thirty three. Completed development and implementation of the initial hourly Employee Timekeeping System (System 38/COBOL). Completed 300 programming tasks for the Absence and Assignment module and the Timekeeping module of the Transportation Control System (PRIME/FORTRAN), that affected 75% of the 700,000 lines of FORTRAN code previously developed for the 450 screens, batch processes and 200 reports. This included implementation support, e.g., system documentation, user manuals, training, conversion, and parallel. Evaluated and reconfigured PRIME computer configuration (four CPU's networked together) to reduce response time from an average of four minutes (with peaks of fifteen minutes) to 30 seconds. Purchased and implemented a large scale Optical Character Recognition (OCR) System for the weekly processing of 30,000 employee payroll input documents (12 million characters) within 8-12 hour period. This included: preparation of the RFP, Chairman of the Evaluation/Selection Committee, contract negotiations, and overall project management. Coordinated the 650 terminal/printer Network and Communications Support for the Timekeeping and Human Resources System.

For Personnel: Evaluated HRS software packages. Implemented MSA Personnel and Payroll System for Health Care Group. Defined requirements and implemented internally developed Human Resource System for Beauty Care Group. Implemented automated interfaces for the Payroll and insurance Claim Certification Systems.

For Benefits and Compensation: Expanded Personnel System to include employee benefit data. Designed and implemented ERISA Compliance Reporting System. Recommended, implemented and enhanced Hewitt Associates' software package for corporate Employee Benefit Statements, pension valuation, and consolidated employee stock proxy mailing. Modified Personnel and Payroll Systems for the Comprehensive Medical and Deferred Pay (401K) benefit plans. Designed and implemented Corporate Benefit System for multiple subsidiary employee record keeping and Wage Compliance/401K compliance reporting. Automated conversion of word processing Summary Plan Description materials to computer typeset.

For Payroll: Evaluated payroll packages, negotiated and implemented the Cyborg Batch and on-line Payroll System, with 120+ enhancements. Also conducted testing, training and documentation, e.g., job descriptions, playscript procedures, and batch/on-line/report user manuals. Reorganized Payroll Department with a 25% staff reduction.

For Finance: Prompted by the CFO's concern over vendor complaints on excessive delays and the then possible decline of Revlon's credit rating (during a heavy acquisition period), conducted a comprehensive review of the Accounts Payable operation. Recommended and implemented additional automation, improved clerical procedures and an overall reorganization. Also, evaluated and implemented a Corporate Master Trust to standardize trust accounting, consolidate investment management, and reduce expenses for 36 pension plans.

 

DELTA INFORMATION SYSTEMS CORP, New York Systems Consultant 1977

Assisted Union Camp senior management in evaluating distributed data processing alternatives to provide supplemental/decentralized capability to the IBM 370/158 OS/MVT System. Also worked on projects for Citibank and Nabisco.

 

BANKERS TRUST COMPANY, New York. Computer Systems Department Systems Analyst 1976

Identified annual savings of $50M for Check Processing and Reconciliation. Conducted feasibility study for the President of BankAmericard to evaluate replacement of the paper file environment with an Automatic Microfilm/Retrieval System using in-house MIS resources.

 

IRVING TRUST COMPANY, New York. Systems Services Group Systems Analyst 1974 - 1976

Established Accounting System for new commercial financing subsidiary, Charter Credit Corporation. Centralized, enhanced and automated various Collateral and Loan System functions. Created bank wide Retention/Vital Record Program. Headed a special management task force and served as project manager for formulation of a Records Management Operation. Conducted a feasibility study for the Correspondence/Charge Out Inventory Control System. Other efforts included participation in the bank's Steering Committee and key automation project teams for the Commercial Loan, Letter of Credit and Liability Reporting Systems.

For Blue Shield - NY Account: Participated in the implementation of a new Regular Business Claim System. Conducted a lock box feasibility study. Headed study for senior management to assess organizational needs to improve operational and data processing support within the Medical Staff, Claim Processing, Utilization Review, and Professional Relations areas.

For Corporate EDS: Internally recruited to work for Ross Perot on Corporate Growth Strategy. Developed and implemented an EDS Sales and Development Training Program. Responsible for the Prospect Analysis, Sales and Feasibility Study areas, including development of a Basics of Accounting and Financial Analysis self-study program.
